How about BOLIVIA, it has 9 departments all have flags very easy one to do

For the UK, I suggest for Northern Ireland, Scotland and Wales to make a division in 26 district councils, 32 council areas and 22 unitary authorities respectively (I got this from Wikipedia ).
For England I don't know (maybe http://en.wikipedia.org/wiki/Metropolitan_and_non-metropolitan_counties_of_England ? Just guessing!).
Maybe we should at least split England/Scotland/Wales/Northern Ireland. They have their own soccer and olympic teams. After all, we have separate flags for British overseas territories as well, and they also have their own teams.

And Costa Rica maybe, flags for each province. I looked on Wikipedia and each province had a flag, so it's possible.
