you could do them by counties or you could do them by regions.
some of the regions dont have a flag but you could just take the flag from a main city within the region or something

Personally I'd prefer the England-Scotland-Wales-Northern Ireland division ;)

Breaking UK up to the countries would be too easy, everyone with a little effort would have them done in a few hours, i think you need to break them into counties.
Just finished all 47 of japan, made great new friends along the way, oh an iphone app would be great

The Russian Federation (over 20 flags) and Switzerland have a lot of regional flags - they are worth collecting. 
If the UK was done the Channel Islands and the Isle of Man would need to be included - and would Ireland qualify?

England by Shire, Scotland by Region, Wales by Unitary Authorities, and Northern Ireland by County? Maybe...
