How to proceed with Crimea? Technical discussion

Crimea is counted as a part of the Ukraine at Flagcounter, de facto Crimea is controlled by Russia and is seen as a federal subject by Russia. Most countries do not accept the annexation of Crimea by Russia, in Europa only Belarus did. The current situation is obviously complicated

My question concerns the further proceed of how Crimea is counted in a technical way, if the current situation of Crimea remains. Are the IP addresses still from Ukraine or already changed to Russia? What may happen for Donetsk and Luhansk also, if becoming part of Russia (or remaining de-facto regimes)?

Umm. Well, there was already a plan from Russian providers to start providing internet to Crimea, but as of now, their IPs are still Ukrainian. When the situation changes, the IPs will start counting as Russia.
